Two jobs get sold under one name. Clearing is emptying the run and flushing each downspout until it draws properly — a blocked downspout is its own line item on most quotes and is usually the real fault. Whitening is a separate treatment for the tiger-striping, which is not dirt but bonded oxidised residue and will not come off with the wash. Ask which one you are getting; a clear gutter that still looks filthy is the commonest complaint in this trade.
